Research & Evaluation

Applied research matters most when it answers real-world questions. Comagine Health® partners with academic institutions, government agencies and nonprofits to design and conduct studies that close the gap between evidence and practice. Our work connects rigorous analysis with implementation, helping leaders understand what works, for whom and how to improve over time. Our work spans substance use disorder, behavioral health, health systems and population health.

The work takes three forms. Research and analysis turn complex data into clear, actionable evidence. Evaluation assesses programs and policies to demonstrate impact, meet requirements and guide improvement. Implementation and capacity building design, test and scale interventions while strengthening organizations’ own ability to evaluate their work.

Core Solutions

Where this work takes shape

External Evaluation of Programs and Initiatives

Demonstrating impact and strengthening accountability.

Program success is increasingly defined by measurable outcomes, not intent or activity alone. We provide independent, rigorous evaluation to help funders and implementers assess program effectiveness, meet requirements and improve performance.

How We Help

Policy Change and Observational Studies

Understanding what works, for whom and under what conditions.

Policy decisions require clarity on impact, not assumptions about effectiveness. We provide neutral, rigorous analysis that blends advanced analytics with community-informed methods to produce findings that are both credible and actionable.

How We Help

Analysis and Research with Administrative Data

Turning complex data into population-level insight.

Large, fragmented datasets often contain critical signals that are difficult to interpret or connect across systems. We transform large, multi-source datasets into clear, actionable evidence that supports safer care, improved outcomes and better use of public resources.

How We Help

Intervention Development, Testing and Evaluation

Moving ideas into evidence-based, scalable solutions.

Promising interventions often struggle to move from pilot to sustained, scalable impact. We partner with agencies and communities to design, test and refine interventions that improve outcomes and can be scaled over time.

How We Help

Selected Work

Recent engagements

Turning linked administrative data into decision-ready evidence

We developed Oregon’s Comprehensive Opioid Risk Registry by linking fragmented datasets to inform policy, clinical guidance and overdose prevention strategies.

Evaluating large-scale policy change

Oregon’s Measure 110, the Drug Addiction Treatment and Recovery Act, decriminalized personal drug possession and directed cannabis tax revenue to services. Our process and outcome evaluations help state leaders understand implementation, access, equity and early impacts.

Designing and testing peer-based interventions that scale

With state agencies and academic institutions, we design, implement and evaluate PRIME+, a peer-led model using a harm reduction approach to improve engagement, infectious disease testing and linkage to care for people at risk of overdose or substance-related health issues.
